Town board notebook: Moratorium extended four weeks for medical marijuana dispensaries

The moratorium for medical marijuana in the town was extended to Sept. 5 by a unanimous vote last Monday night.

“This is necessary because of our publication requirements,” said Windsor Town Attorney Ian McCargar. “We need to meet certain deadlines and didn’t want the moratorium currently in place to expire before the new ordinance took place.”

The new ordinance is one that passed earlier this month, regulating the burgeoning medical marijuana industry in the town, and limiting the total number of medical marijuana businesses to two.

Financial report

It was another good month of financial news for the Town of Windsor.

“We had a strong sales tax month and are well ahead of our year-to-date collections benchmark for 2010,” said Windsor Director of Finance Dean Moyer.

Sales tax has been so strong that the town is ahead of its benchmark by 30 percent at this point, Moyer said.

“The grocery stores are making a comeback as well, which is a help,” he said.

The town issued 17 new single-family home building permits in July, bumping the total number of permits issued for the year to 75, as compared to 49 single-family permits last year.

Property taxes are also coming in sooner this year, with the town having collected 92 percent of its property tax revenue.

“Last year at this time we had only collected 87 percent,” Moyer said. “We take that as a good sign.”

Looking ahead

Monday’s upcoming work session will begin at 5:30 p.m. at Town Hall, 301 Walnut St. It involves a discussion of a proposed lodging tax ballot question being brought forth by the Windsor Chamber of Commerce as well as a preliminary budget process and discussion meeting. The calendar for budget discussions will be set on Monday.

Work sessions are always open to the public.
